These things always start out with the simplest of intentions. After the long laundry list of liberties we have all given up in the wake of 9/11, why would we give anymore away? In the U.K. there is video surveillance everywhere. Literally they are the most watched citizenry in the world. But studies have shown that crime rates have not gone down, and the cameras have become so ubiquitous that they are no longer a deterrent. Yet law enforcement insists it is working when all credible evidence is to the contrary.
The Orwellian Police State sought by governments world wide only seem to back-fire. Traffic cams in many states may be uninstalled at intersections not because of safety issues but because local governments have found out that they are impacting one of the most lucrative profit centers, namely tickets. It amazes me how much time and effort is put into the end results of poverty v.s. trying to stamp out the reasons crime happens in the first place. That just seems more economically efficient.
